How long does it take to learn the times tables?
It varies a lot. With a few minutes of practice on most days, many children learn them over a school year, usually third grade. Short daily practice on one or two tables works better than a long weekly session on all of them.
Do the times tables go to 10 or to 12?
Both are taught. The Common Core asks for the products of one-digit numbers from memory by the end of third grade. Many schools, and the curriculum in England, go on to 12 x 12, which helps with dozens, inches in a foot and months in a year. Tick 10, 11 and 12 in either range to include them.
