The 2 times table is doubling: 2 x 7 is 7 + 7, so a child who knows their doubles from addition already knows most of this table. Every answer is even, which gives a quick check on any answer that ends in 1, 3, 5, 7 or 9.
Each sheet holds the whole table: 2 x 0 to 2 x 12 and the same facts turned around, twenty-five in all, each printed once and in a new order every time. Seeing 2 x 8 and 8 x 2 as one fact is half the work of learning any table.

Double the other number. 2 x 9 is 9 + 9, which is 18. Doubles are usually the first addition facts a child knows by heart, so this table often comes quickest.
An even number is one that splits into two equal groups, and every answer in the 2 times table is two equal groups by definition. If an answer on the sheet ends in an odd digit, it is wrong.
It is one of the first three, with the 5s and 10s. Most children can count in twos before they meet multiplication, so this table is a short step from something they already do.
